Open the Addons Manager. Click the "Install" button and navigate to the downloaded xpi file. Click "Ok" and follow the prompts.

There is no xpi file.

The downloaded file is named Contacts_Add_BCC_button_0.0.5.zip. It contains ...
chrome\atbcc_button.jar
defaults\preferences\atbcc_button.js
install.rdf.

Internet Explorer shows the contents of install.rdf. Firefox also shows the contents, with the message "This XML file does not appear to have any style information associated with it. The document tree is shown below"

Is something broken?

No, nothing is wrong.
Rename "Contacts_Add_BCC_button_0.0.5.zip" to "Contacts_Add_BCC_button_0.0.5.xpi"

Thanks! That did the trick.
One must pay attention to what happens when clicking buttons in the email windows. I use the tweak that sets the default recipient address type to "Bcc". Clicking the "Add to Bcc" button does indeed add a Bcc address, and then it moves to the next line in the recipient window, with "To" in the address type.

When I try to install I get a pop-up that say thunderbird cannot install this file?

I downloaded, installed (after considerable trial and error and error and error), but it DOESN'T WORK WITH v2.0. Boo, hiss. This simple little thing should be already part of Thunderbird.
